Front wheel on passenger side will not roll

With other three wheels unable to drive car due to this what could the problem be? When you try to reverse or put in drive front passenger tire prevents car from moving feels as if tire wants to pop off.Cannot drive it to get fixed so I really need help on finding out what the problem could be..

You could have a seized brake caliper.

Jack up front of vehicle and manually turn the wheel to see if it turns freely.
