I have a 2001 Kia Sportage SUV. Lately it started sputtering and loosing power especially going up hill. Today I was going up a hill and I lost complete power, and the car shut off. Now The car will turn over just fine but will not start. I disconnected the hose from the fuel filter (Tank side) and tried to start the car and no fuel came out, and the filter felt empty. I suspect it is my fuel pump but have read a lot about a “fuel relay” problem as well. I attempted to find the fuel pump access in the rear of the vehicle but despite everything I have read, it is not there. Any suggestions?

You can access it from under the back seat.

But do you think it's the pump or electrical?

You have to test that yourself. Test for power arriving at the pump while cranking.

How much gas is in the tank? Since the engine died on a hill, if there is not much gas, it might be at the back of the tank and not where the fuel pump sucks the gas up.
