Fuel backs up in the hole (to put gas in) and shuts off gas pump thinking its full but I won't be. It'll only run for about 3 seconds then shuts off.

For fuel to enter the tank, air has to exit. There is a breather on the fuller tube which allows air to exit. Check that for obstructions first.

Forgive me I'm new to this mechanic terminology. What does the breather and fuller tube look like?

Actually, I meant to say filler tube. Where you place the gas pump into the hose where the fuel is then delivered to the tank. Check there to see if there is a smaller tube coming up from the tank to that area.
