Tried to remove pitman arm from gear box with a 2 and 3 jaw gear puller and still won't come out can you give me any ideals how to get it out

You need something a lot more powerful than that. Once you have a lot of pressure on it, take a heavy hammer and hit it square on the end of the puller bolt and then tighten it some more, repeat..
