The a/c works intermittently sometimes well, other Times almost hot. The ambient or outside temp. Button sometimes displays -22o at other times it reads fairly accurate, it has plenty of freon. At high speeds it works great but at stop lights there's little to no cooling. Also the recirculate option turns itself off shortly after being engaged.

The a/c is acting as if its low on refrigerant (or air in the system - which essentiality is the same thing).

Unfortunately, there are not many things that a servicable on the a/c system by someone who isn't certified to work on a/c systems. So you'll have to take it in to a service center.
However, many a/c shops will offer free system inspection. find one in your area and have them to diagnose the problem. Please post their findings here for further assistance. Thanks.

Meanwhile, check the a/c belt tension (with the engine off).
