My brake and battery light came on and my power steering goes out at the same time. recently the battery went dead also, I was able to recharge it.the alternator out put indicates 16 volts.

16 volts is way too much so you need to resolve that issue first. These problems could be related but get the charging system fixed first, probably a new alternator.
