2001 Hyundai Elantra Car Noise Stopped Stop Sign Started Hear While Running

My car has noise when stopped at a stop sign or when started. I can not hear any noise while running.
The noise is some kind like squealing type. I do not know what the problem is. If I rotate my steering to the extreme, I can also hear the noise as well. Where can I get my car diagnosed for free?

If it is a serious problem, how much will it cost to fix it?

Most likely a loose serpentine belt and don't expect any free lunches.
