WHEN I START MY CAR THE ENGINE RUNS ON FAST IDLE AND THAN SLOW, MAINLY WHEN CAR IS COLD BUT HAS DONE IT WHEN HOT.

Hot or cold the engine would increase in rpm when it is started. Only difference is the when engine is hot, it would come down fast whereas on a cold engine, it would take a while.
