Way does my window bounce 1" from the top and wont roll up all the way.

Do you mean the window is not able to close fully or it closes and lowers itself?
Unable to close fully would be a fault with the window regulator due to some broken roller brackets. Regulator has to be replaced.
If it closes fully before lowering itself, the control has to be resetted.
