rear brake shoes have a short pad or a long pad on each metal shoe. does the short pad go towards the from of the vehicle or the rear? Why does the orientation matter?

The short lining always goes toward the front. It's job is to grab the rotating drum and try to turn with it. That pushes on the star wheel adjuster to push the bottom of the rear shoe into the drum. The rear piston in the wheel cylinder pushes the top of the rear shoe into the drum. Both forces act on the rear shoe, (the longer lining) so they call it a "duo-servo drum brake.
