2001 Ford Windstar not stating occasionally.

If fuel pump doesnt prime then van won't start. If it primes, then it will start.. Pressure with engine running is 29, with vacuum hose disconnected from pressure regulator it jumps to 39. What is causing the fuel pump not to prime every time ignition is turned on?

the pump pressure is low. it should be around 40-45. it sounds like the pump is failing. i would have it confirmed by a shop and make sure you change the filter with the repair.
