2001 ford wind star ignition only clicks, changed ign. sw., neutuel sw. changed relay under dash. whats left to do. starter good no volts to small starter wire

Is the starter relay clicking when ignition switch is turned to crank?
Does using a jumper across terminal # 30 and # 87 crank the starter?
