what causes the car to not shift out of park once the car is started?

Might be issue with shift interlock mechanism, where applicable. Do you have owners manual on this vehicle? Give me a minute.

You do have shift interlock. I didn't see a bypass mechanism. Do the brake lites work? You have to have foot on the brake before you can shift it.
