I just changed my front pads and rotors on my 91 Windstar. After completing the repair, I am having a rubbing noise in the right wheel. This noise does not get better or worse with braking, or turning. It seems as though it is rubbing with every rotation of the wheel. both low and high speeds. Please help.

Check to make sure the rear backing plate behind the rotor isn't bent and rubbing the rotor. Make sure the brake wear sensor isn't bent and touching the rotor. Make sure the brakes are releasing when there is no pressure on the brake pedal.
