A rear end straight on vehicle accident where the air bag did not deploy. Hit by two vehicles travelling 40 mph. Why would an air bag not deploy?

If you wernt moving very fast or not at all that would explain it.The air bag has criteria for going off speed angle etc if the air bag goes off at the wrong time it could just hurt you and not help you.
