Whiring noise from car

There is a whiring/whining noise coming from my 2001 Ford escort. It is definitely right front sided sounding like it may be coming from whe wheel area. This sound is not present when the car is idling and starts at aound 10-15 mph its has a mid-high pitch slight metallic and starts or as individual noises that once I reach around 25 mph become a constant whir. It is constant at that part regardless of driving conditions, turning, or gear including nuetral. Once I step on the brake it reverts to the whir-whir-whir-whir quick intermitent noise.

i would inspect that side brakes and rotor and also look for any foreign objects/debris or bent guard plates.
