flashing emission light

2001 FORD ESCAPE

i have an 01 escape, emission light is on and sometimes blinks, scanner said misfire on cyl 2, i replaced all plugs, on cyl2 plug wire, plug boot, and coil, light is still on and engine still running bad

what would it mean if compression is not where it should be? and what would the cause of that be

If its low -could mean valves or rings problem

these are costly repaires correct? would it be cheaper to swap engines if i had an extra which i do
