Oil pump is brand new but when I start the car it leaking out the oil pump it looks like, why?

The oil pump is on the inside of the engine, so maybe you need to put the rest of the parts together?
Otherwise, you probably either didn't torque the bolts properly, didn't use a gasket, let the gasket slip if you did use a gasket, or didn't tighten the oil filter properly.

Dodge told me to use a sealer (gasket maker) for the pump to the engine. Is that right? Or is here a gasket I should be buying?

I see -Don't get tempted with permatex-use the gasket if it comes with it from the factory and double check your work before you seal the crankcase

It didn't come with a gasket and dodge said to use mopar anarobic sealer and its suposed to harden to make a gasket but it doesn't seem like its harding its just leaking?

Did you make sure all of the surfaces to which the sealer was applied were absolutely clean? Are you sure about have applied proper torque to the bolts without taking enough time for the sealant to setup? Are you sure that there are no cracks in the external pump housing? The filter is properly tightened? Leak isn't from the filter nipple?
