2001 Dodge Dakota Wipers Won T Stop Take Out Fuse Replaced Wiper Switch Motor

The wipers won't stop. I have to take out the fuse.
Replaced wiper switch and motor.
They are running at Low or High speeds depending on wiper switch position , delay wont work.
When the wiper fuse is out 4WD switch wont work
When wiper fuse in 4WD switch works for 2WD and 4HI but not for 4LO

i would look at wiring to verify no harness damage. start there
