2001 Chrysler Pt Cruiser Replaced Two Fan Relays High Speed Low Speed Fuse

I replaced two fan relays, the high speed and the low speed. The fuse is good and the fan is good. However the fan won't come on automatically. I need to know what else could be the problem.
