Here is a link to a walk through on rear brake replacement.

If you are having problems getting the drum off, try the following;

Loosen the shoe adjuster from the bottom rear of the brake shield until it is as loose as you can adjust it
A few smacks with a rubber mallet , but not too hard
Sometimes you have to fashion a, "Drum Pully" by using a threaded hole on the drum, if there is one, I think the Neon does)and then get a bolt to match the size and pitch of the hole making sure that the bolt is long enough to bottom out on the back plare and have more length to act as a puller. Be careful when doing the last suggestion as a lot of manufacturers have a threaed hole for this purpose but you can bottom the bolt on a spring or something that could het damaged. You don't want to crank it down too hard either, if it does not come with a few good turns, then leave the pressure on the volt and spray WD-40 or even better is PB Blaster on the interface where the drum meets the axle to center the drum.
This is sucj a tight clearance a little corrosion will stop a drum from coming off.
Let me know if that helps.
