2001 Chrysler Neon cooling system

Hi Guys, my 1st time here. Here's the problem-cooling system is full, recovery bottle is at a good level. Start and run vehicle. In about 10 min temp gauge is at its normal spot, heat is not hot but warm, All hoses are very pressurized and stiff. The cooling fan will come on for a couple minutes then go off for a couple min then back on again. By the time it hits 10 min of running time coolant will start blowing out from under the rad cap that's on the t-stat housing. I did remove the t-stat and ran the vehicle but I pretty much had the same results. If I let car cool off and then start car w/the t-stat housing cap removed coolant will immediately blow out upon starting of vehicle. I pretty sure the water pump is fine because coolant seems to be flowing. Im thinking the radiator may be restricted and coolant isn't flowing threw radiator fast enough. Any ideas would be very helpful at this point. I don't want to buy a new rad if im not sure that it is at fault. Thanks. Steve.

INSURE A RADIATOR HOSE IS NOT BEING SUCKED FLAT WHEN RPMs ARE HIGHER

MAYBE MR. RADIATOR IS INTERNALLY RESTRICTED WITH DEPOSITS (PROFESSIONALLY CLEAN OR REPLACE IT)

POSSIBLE HEAD GASKET ISSUES, HAVE SYSTEM CHEMICALLY TESTED FOR COMBUSTION GASES
