power steering pump weak?

I replaced the power steering pump in my Chevy Silverado 1500 and when the front tires are on the ground the steering is still hard to steer when i have the truck started. But i jacked up the front and i can turn the wheel fine.....Any ideas?

It sounds like the pump you installed is not working, defective, it happens.
