I have a whining noise on acceleration and when I let off gas it winds down

2001 s10 4.3 auto
whindng up noise starting at 1500rpm. continous noise on acceleration and when gas off sounds like it is unwinding. not sure if transmission related. can shift up and down manually. does seem like a lose of power. not outside noise from blades,hood or anything like that.

If your in park or neutral depending on if its a manual or automatic transmission.Can you her it just reving the engine uo without moving?
