Driver and passenger side electric windows stopped working today. Have tested motor inside panel and neither side is getting fire. Changed fuses and that's not the problem. What's next?

No power is going to the regulator (this is in the fuse panel in the passenger side floorboard) for right or left windows. If it's not getting power here it wouldn't be getting power to the switch, would it? Thanks
