Why would a Chevy Cavalier 2001 buck when the pointer is between 2 and 3 RPMs?

Here is an unsolved question for one of my customers.. It's already had a tune-up and the many of the sensors have been changed.It happens more when it's cold out. Apparently the car has been running like that for a few years!
