2001 Cavalier horn will not shut off.

Pulled the fuse to make it stop. Pulling back on the steering wheel will sometimes turn it off. Also, cigarette lighter has never worked. Replacement fuse w/no change.

Lets start with the horn first do you have a multimeter to do some testing?

Will it read low scale ohms like a 200 ohms setting?Also will it do low voltage DC volts like 20 and down?
