AC only blows on the floor.

I have a 2001 Chevy Cavalier that will only blow air on the floor no matter what setting I put it on. It also only works on the two highest blower settings. What could be my problem? How do I fix it?

With manual hvac, the actuators are vacuum controlled, check the actuators.
