After refilling my power stearing up after it got extreeeeeeemly low the stearing wheel
gets stuck in differant locations not totally locked up but it chatters and is very hard 2 turn unless you have the rpm's really high

Air in the system. It will work its way out over time. You can speed it up by turning full left and right a few times. If you have rack and pinion, you may need to drive one front tire up higher such as on a curb to help expel the air.

Having to add fluid at all indicates a serious problem in the system somewhere that you need to get looked at right away. Your problem could be air as Doc suggested but it could also be something more serious in the system that could be dangerous and should be looked at.
