2001 Chevrolet Blazer Accelator Revs Stays Above 2000 Rpms This Making Shifting

Accelator revs up and stays above 2000 rpms. This is making shifting very difficult. Upon trying to slow down after turning the cruse control off it will remain at the same rpm also. How will I remendy this. thank you.

clean throttle plate on both sides as well as iac hole with choke cleaner. scan for codes and check for a vacuum leak
