Will not turn out of on position

I can start my car, but when I turn it off I cannot turn the key any farther than the on position. The steering wheel is not locked, it is all the way in park, and the car will still turn over. How do I go about finding the problem?

I had a 2004 cavalier that the key was worn out and eventually it wore the tumbler out from forcing it all the time.

Yep it sounds like the tumbler gear is worn out and needs replacing.
