my mechanic says my BMW car has a defective timing chain,has the car apart and now has discovered he needs some special $1000 dollar wrench that he has to purchase in order to adjust the timing to finish the job.Is this possible

It is. Timing chain failure or defective? Maybe at 0 miles there is a problem. Tensioner maybe or guides have delaminated, but the timing chain? I dont think so. And it aint $1000 for the special tool, maybe you should get a "REAL" BMW shop to repair the car.
