2001 Audi A4 Has new rotors and pads, the brake light will not stop blinking, they will not do emissions test with the light blinking

Do you have anti-lock brakes? Is the light red or yellow?


Check that the parking brake is fully released, check the fluid level in the reservoir, (don't fill it to the top; just be sure it's above the "min" mark. Unplug the pressure-differential valve on the frame under the master cylinder. If that makes the light go off there is a leak or something else causing unequal pressures in the two hydraulic systems.
