Car did not pass inspection one code read DTC.

Car did not pass inspection one code read DTC P0014 "B" camshaft position.
Engine ligth is staying on for a year, when I ask for new camshaft sensor partsman and mechanic told me this may not solve a problem. First check block oil passage; HOW I do that engine has no oil leak or burn oil How can I fix this problem?
I believe camshaft sensor was replace three years ago it is common falty ligth stay on.
lately car doesn't start on first turn is litle delay.
