2000 Volkswagen Jetta Starter Replacement

I'm trying to remove the starter from my VW jetta, The upper and lower bolt are being stubborn and will not budge. Do you have any advice on how I can get these bolts out? Ive sprayed them with wd-40 a few times and that did nothing.

Do you mean you can't turn them? If so, have you tried using a pipe to extend the ratchet and get more leverage?
