2000 Volkswagen Jetta Car Hard Starting Cold Weather Been Cranking Alot Only

The Car is hard starting in the cold weather and I have been cranking alot but only first time when cold.

This morning the car had sit for the weekend and was cold soaked. It cranked for a while and then went silent. Battery is fully charged and the dash board lights go on but the car makes no sound at all when the clutch is depressed and the key is turned to crank. I checked the three fuses at the battery location and they look good.

Does the starter crank if you manually trigger the solenoid with a jumper wire from battery + terminal?
