My 2000 VW Jetta continues to blow a door lock/gas release/trunk release fuse everytime I replace it. Any idea what the issue is?

fuses blow for a reason. replacing them never fixes an issue.
you need to isolate whatever is on the circuit to see which load is blowing the fuse. then you need to inspect wiring and the component for failure.

Open the trunk... on the left side, along the hinge, you will see a rubber tube that has wiring in it.
Look for a kink... cut the tube open and check for broken wires.
As already mentioned, there are several things that run off of that fuse. A wiring diagram should
show you what else.
The trunk hinge is a common item and worth checking first.
