2000 Volkswagen Cabriolet Won't start

No power at starter
Selinoid when trying to start the engine. Tested with voltage tester and verified no current. All works if small wire is run from battery to solenoid...............................what to do?................................

Check that you have a circuit back to the ignition switch and see if the switch is actually working.
