TYRE WELL FILLS UP WITH WATER ON A REGULAR BASIS,
HAVE TO EMPTY OUT WITH THE STOPPERS.
WHY WOULD IT BE FILLING WITH WATER?
IT IS ALSO CAUSING MY INTERIOR CARPET TO GET WET IN THE FOOTWELLS,
IT GETS PARTICULARLY BAD WHEN IT RAINS HEAVY.

There is a leak somewhere and you need to locate the source with a water test. Removing the carpets or flipping them up would allow you to see better.
