I have a 2000 Toyota Echo, the lower end of the front (drivers side) strut appears loose. Do I replace the entire strut assembly or can I just repair the existing strut?

What exactly is loose? It has 2 bolts at the bottom where it attaches to the knuckle that need to be tight.

That's for you to answer after inspection. Sometimes they in stall undersize bolts to create some wheel alignment adjustment that it didn't have before. They can loosen up pretty easily.
