when driving it make a sound in front tire . it look like front springs broke down but some one said the shield is not very tight

You know we can't diagnose this without seeing the car. There's lots of shields on a car. We'd need a dart board to pick the right one. You need to have the car inspected at a tire and alignment shop. The people there are experts at diagnosing the causes of noises, vibrations, bad tire wear, and incorrect ride height.
