I have a Avalon Conquest 2000 and is it true that when the plastic top on the radiator changes colour, it is an indication to change the radiator?

No, this is not the case, if the plastic is becoming a lighter colour, this is usually a sign that the plastic is becoming affected by UV light, it will become brittle and failure can follow, have the radiator tested by a mechanic.
