2000 Subaru Impreza Bad gas milage

After purchasing the car I serviced it, change the fuel filter, spark plugs everything. But still having bad gas mileage, after careful observation I found out it didn't have an o2 sensor now I'm realizing that it never had one and I want to get one but I'm learning that I would have to also change the ecu. I have an oil leak at the rear crank seal and valve seals wondering if that is also constituting to the bad gas mileage. I need help desperately. Oh before I forget it's 1.6l sohc engine.

Is the check engine light on?

Nope there is no check engine light, like I said the car apparently was not made with the o2 sensor so the light would not go on, and yes there is the wire connection to add one.

Of course it was made with an 0/2 sensor and yes the light will come on if it's not operating properly unless someone has disabled the light.

Federal law mandates the sensor om a 2000 vehicle

Well Maybe they did disable it, but I took off the catalytic converter and there was no bung for the sensor to go into.

Does the check engine light come on for bulb check when the key is turned on but not started?

It really doesn't matter. If the car has no 0/2 sensors, it has no fuel control.

Yes it comes on when I turn the key after it's started the light comes off. But if the light is not coming on then how can I check to see if its disable because I intend on buying a sensor and drilling the hole, but I was told also that I may need to change the ecu also; I would hope not.
