2000 Saturn Sl1 Car Getting Fuel Replaced Fuel Pump Relay Fuses Good Turn

The car is not getting fuel, replaced the fuel pump and relay, all fuses are good. when i turn the ignition I get 11.7V to the fuel pump for about a second and than it drops to a constant 7.4V and the pump never initates.

Did you try cranking the engine and checking the voltage to it?Also have you checked the ground going to the pump make sure it has 2 ohms or less to ground?
