My dashboard lights stay on even when my headlight switch is completely off

Headlight switch could be shorted internally-

Firstly, is your headlamps programmed to turn off, cause this is done at the dealer, not just pulling a fuse, so check that, if it was done both front & rear lights plus dash lights will be off with headlamp switch been in number 1 position, note if the day time running light fuse is still in with programming only your park lamps will be on.
