2000 Pontiac Montana Whining Does Around Area Water Pump Belt Whines Neutral

I have a whining does from around the area where the water pump and belt are it whines in neutral it whine worse when cold the whine comes and goes and sometime stays. Ideas?

spray water on beltif it goes away replace belt and tensioner
