2000 Pontiac Grand Prix Diagnostic Plug That Used Engine Code Readouts Getting

The diagnostic plug that is used for engine code readouts isn't getting any power. I was told to replace the fuse. I looked in the manual but it doesn't list a fuse in either the under dash or under hood fuse boxes for this. Where is this fuse located? Can you be more specific?

it is the fuse for the cigarette lighter.
