how to check the diagnostic attachment

cannot get reading to sremove my service engine soon light off. every time i try to recieve a code from the obII scanner it shows a blank screen, so i figured that maybe it wasnt getting a signal from my car, need help bad cannot get registerd till the problem is tooken care of.

Check for power at pin 16 (orange wire) if dead check fuse 15Amp cig lighter, also check pins 4&5 both are black and both are earth.
