2000 Pontiac Grand Gas Tank Strap Bolts Coming Out Due Nut Clips Broken Top They

The gas tank strap bolts are not coming out due to the nut clips are broken at the top where they are almost impossibly reachable.. I have no idea how to get around this. It is only on one of the 2 bolts. Any ideas? Last thing I have to do before I pull out the tank.

See if you can get vice grips on the damaged clip. If you can't, you may have to cut the old straps to remove the tank and replace them. If you cut them, make sure there are no fuel leaks so the sparks from cutting can't cause a fire.
