how do I set the ignition timing?

The car has difficult starting and seems excessively heavy on fuel I need to change the timing belt as well.

The ignition timing is set by the computer but it if is a timing belt diagram you are looking for check out the diagram (below) they have two engine this is one let me know which engine you have in the comments below.
